League of Legends 13.16 patch preview released; it looks like big changes are coming to the valley.
First, Riot is finally weakening Draktharr's Nightblade. The item was very strong for a long time. It was so strong that fighters like Illaoi, Aatrox, and Yorick were exploiting the item. Therefore, while Riot weakens the item, it also strengthens weaker assassin items such as Axiom Current, Sneak Claw, Serpentine Tooth, Umbra Spear.
Also, struggling champions like Caitlyn, Milio, Lulu, Brand, and Ekko are getting some buffs; Rek'Sai, Naafiri, Tristana and Shyvana are weakened in patch notes 13.16 .

Champion Nerfs
Rek'Sai
Rek'Sai is currently the strongest jungler in the game; With a 53% win rate, 5% pick rate, and 18% ban rate, he had the highest win rate among all junglers . It is now weakened in patch 13.16.
naafir
Naafiri was originally on the debuff list for patch 13.15. However, Riot took back the Naafiri nerfs at the last second. But in the new patch, the nerf has become inevitable.
Shaco
Considering how weak Jungle Shaco is right now, it's a bit odd to see Shaco on the nerf list. However, it looks like the nerfs are for support Shaco as he is so strong in the support role.
Shyvana
Shyvana has been very strong since her buffs in patch 13.14. He remained strong even after Riot weakened him in the next patch. So, in the 13.16 update, Riot weakens it once again.
Tristana
While not as strong in the solo standings, he remains one of the strongest picks in pro play.
System Nerfs
Night Blade of Draktharr
Night Blade performs quite well, especially when compared to other Mortal items.
