Also known as The Iron Maiden, Rell has an impressive roster of Champion abilities that includes a two-part W. The first of these - W1 - Ferromancy: Crash Down - appears that Rell (while mounted) "leaps into heavy armor, gaining a massive shield that will last until destroyed or remounted". It knocks down enemies around it as it descends. Rell can use his E and R during the exchange. "

Rell attacks very slowly, but temporarily steals a portion of her target's Armor and Magic Resist to deal bonus damage based on the amount stolen.

As for the second part, while armored, Rell dashes forward and transforms his armor into an impressive metal mount, which gives him a movement speed boost and "charges his target to deal bonus damage and reflect" on his next attack.
Q - Shattering Strike

Born to an agent of the Black Rose and a high-ranking Noxian soldier, Rell's magic manifested in the very rare form of ferromance or metal manipulation, says Riot. He was sent to “the academy of magical children to be weaponized for Noxus,” he continues.
However, as he "defeated the other students and became stronger and stronger, the students began to disappear. He was cut off from his life, just as the instructors had plucked the magic from their bodies and placed it in their ultimate weapon, Rell.

"I wanted to make Rell the most enjoyable tank the world has ever seen," says game designer Stash "Riot Stashu" Chelluck in a developer post. “He had the idea of a heavily armored character who smashed the ground he walked on and freed the world beneath his collapse from its power. Unfortunately this is hard to showcase in League and I needed to make sure it thematically felt like it was sculpting metal. I was looking for neat ways to map his physical strengths into his gameplay to make him feel strong and hitting hard without feeling like a mage. "
Rell will go live on December 9 with the final League of Legends patch 10.25 of the year.
